Qualified as a solicitor November 1993. Supervisor on Specialist Fraud Panel 2001.

Since qualification Francis has specialised in criminal defence. Representing numerous clients both under investigation and charged with the most serious offences including Blackmail, Prohibited Firearms and Ammunition and Conspiracy to supply substantial quantities of Drugs. Many of these cases have involved public seizure (Drugs/Firearms) and reports in the national press and television media.

White Collar Crime.

Francis’ first Fraud case was the defence of a high profile prosecution of the Chairman and CEO of a PLC by the newly established Serious Fraud Office.

He has continued to defend in prosecutions brought by all the major prosecuting authorities including the Serious Fraud Office, HM Revenue & Customs, Serious Organised Crime Agency, CPS Special Casework Unit, Revenue & Customs Asset Forfeiture Unit and the DTI/BERR.

Matters include numerous MTIC/Carousel frauds involving duty diversion, VAT Fraud, share price fixing, embezzlement, money laundering and mortgage fraud,.

Francis deals with all aspects of Crown enforcement and recovery under the Proceeds of Crime Act and the Drug Trafficking Act including variation of Restraint Orders, Confiscation Proceedings and Applications for Certificate of Inadequacy.

£20m Money Laundering/MTIC Fraud.

£45m Drug Importation Conspiracy.

Conspiracy to supply and manufacture firearms.

8 defendant conspiracy to rob. (Smash and Grab robberies of high end jewellers and Antique markets).

These matters were widely reported in the press.

Current Cases.

VAT Tribunal. Multi million pound appeal against refusal to repay input tax arising out of crown policy on MTIC frauds. Numerous Confiscation Proceedings and Appeal to the Court of Appeal following an Attorney Generals Reference by the Crown.
